Obstacles to effective measurement of academic achievements

The paper discusses organizational problems of mass assessment procedures in education quality assessment and factors that influence effectiveness of conducting these procedures. Definitions are provided, key infractions are identified, reasons for these infractions and their characteristics are provided. The author suggests solutions to the problems related to infractions of assessment procedures.
