Approaches to secondary school graduates’ ICT competence assessment

The paper examines a model of ICT competence that is based on seven cognitive skills of dealing with information. A process of ICT competence assessment, procedures of the test tasks’ development, and processing of the test results obtained in schools of several Russian regions through this instrument are also discussed. It is demonstrated that a student’s ICT proficiency depends more on availability of family’s intellectual environment than on factors of its well-being.
